Summary Description: Enhance Catholic Charities USA’s mission and goals through policy advocacy and legislation.

Primary Responsibilities:

  • Follow and track all legislative activity in Congress relevant to the Catholic Charities ministries, including relevant floor votes, committee hearings and votes, and new legislation
  • Fact checking development, communications, and research materials for legislative accuracy
  • Frame policy issues, develop talking points and program guidance, draft legislative, testimony and correspondence, and formulate social policy recommendations
  • Help Catholic Charities agencies understand and develop policy initiatives on a wide variety of issues
  • Engage with congressional staff, constituency groups, and key allies on behalf of CCUSA, as appropriate.
  • Work with CCUSA leadership to develop legislative and advocacy strategies
  • Expand member knowledge of and participation in social policy and legislation advocacy, to enhance membership experience
  • Foster communication, cooperative planning, and integration among the divisions and departments of CCUSA and the member organizations regarding policy and advocacy
  • Develop and manage reports on activities especially as related to pertinent grants

  • Advanced knowledge of and ability to apply best practices in legislative and regulatory advocacy
  • Strong knowledge of and commitment to Catholic Charities USA’s mission and Catholic Identity
  • Working knowledge of Catholic social doctrine.
  • Ability to manage multiple and diverse responsibilities
  • Successful track record of building and nurturing positive relationships and partnerships including with key stakeholders
  • Strong ability to network and interact, as well as support effective partnerships, with key groups and individuals
  • Strong customer/member service skills
  • Ability to speak publicly and knowledgeably, both extemporaneously and from prepared text
  • Ability to write a wide variety of documents
  • Strong analytic skills
  • Ability to be proactive in identifying problems, obstacles and opportunities and to take decisive action to address them
  • Strong computer competency

Education & Experience:

  • Advanced degree preferred/Bachelors Required in public policy, public administration, social work or related field.
  • Three to five years social policy/legislative advocacy related to issues supported by Catholic Charities with some demonstrated managerial experience.

Working Environment:

  • This position may require extended periods of standing, sitting, as well as some repetitive movements, bending and repetitive lifting of minimal weight

  • Partial travel
