Assistant Director, Catholic Housing and Community Services

Primary Purpose of Job
The operation and oversight of all CHCS senior centers, St. Mary’s Residence, and the Wellness Center; managing the relationship with Philadelphia Corporation for Aging (PCA) and the coordination of the Archdiocesan Senior Citizens Council.
Essential Job Functions
- Responsible for the operation of CHCS programs: all PCA-contracted services, St. John Neumann Wellness Center, and St, Mary’s Residence and new programs as developed..
- Supervise Senior Center Managers, Wellness Center Coordinator, and St. Mary’s Program Director.
- Prepare and review all reports submitted to PCA.
- Assist Senior Center Managers and Wellness Center Coordinator to develop strategies to market and network, to maintain and develop a participant base with all appropriate entities, including but not limited to area health care providers, churches and community groups, etc.
- Serve as the Coordinator and provide administrative support to the Archdiocesan Senior Citizens Council (“Senior Clubs”).
- Seek to diversify and increase funding sources.
- Prepare grant applications and reports. Manage grants when awarded, liaison with funders, and ensure grant compliance.
- Develop and refine policies and procedures for all program operations alongside program staff.
- Perform all required fiscal duties, such as budgeting, expense and revenue management and financial analysis to ensure appropriate stewardship.
- Work with the finance department to ensure compliance with PCA financial directives and contract requirements.
- Maintain appropriate operational licensure and certifications, in accord with regulatory guidelines.
- Ensure that all employees complete all required education and training as required by PCA and agency guidelines.
- Manage all areas of Human Resource functions within the department in collaboration with the Human Resources Department. Assumes responsibility for work scheduling, assignment of work, evaluating employee performance, adjudicating grievances, and ongoing supervision of program staff. Determine or effectively recommend hiring, promotions, corrective actions and terminations.
- Liaison with the Archdiocesan Office for Communications to publicize CHCS’ work, achievements, and celebrations.
- Coordinate orientation for all new staff, working with management team.

- Treat all consumers/clients/participants, staff, volunteers, visitors, and community partners with dignity and respect.
- Attend meetings, trainings, and events, as needed/assigned, to facilitate communication, collaboration, and overall quality of service.
- Remain current with Archdiocesan priorities, current legislation, professional literature, and practice standards to ensure quality outcomes.
- Articulate the priorities, procedures, and policies of Catholic Human Services and the organizations under its umbrella to various audiences and respond to the needs of individuals, families, communities, funders and investors.
- Assist CHS divisions with other community-based projects as assigned to foster collaboration
- Provide services to a diverse community, with sensitivity to the cultural norms, traditions, preferences, etc. of consumers and other stakeholders.
- Demonstrate high standards of attendance and timeliness.
- Perform other duties as assigned by management
Knowledge/Skills/Abilities
Education
- Master’s degree in Social Work or other related field from an accredited university required
Experience/Abilities
- Minimum of five (5) years social service administration experience and experience in senior services preferred.
- Experience leading teams, managing staff and working through personnel issues.
- In-depth knowledge of fiscal management required.
- Highly organized and strong problem-solving skills.
- Ability to function as part of a team.
- Excellent written and oral communication skills.
- Must be a hands-on team member who is willing to fill-in at programs if cases of staffing storage.
- Must have a current driver’s license, vehicle insurance and reliable transportation.
Physical Requirements (with or without the aid of mechanical devices)
- Sit, stand, bend, lift and move intermittently during work hours.
- Must be able to lift, push, pull and move equipment, supplies, etc up to 50 pounds.
Work Environment
- Must function independently and have flexibility and personal integrity.
- Is subject to frequent interruptions.
- Is involved with participants, personnel, and visitors, under all circumstances and conditions.
