Tattoo Removal Program

    October 8, 2026

Our Tattoo Removal Program helps individuals remove visible reminders of painful chapters in their lives and build a path toward healing and job opportunities. The program primarily serves people formerly involved in the criminal justice system by removing prison- and gang-related tattoos that can hinder employment, education, and community reintegration. We also support survivors of domestic violence by removing tattoos connected to former abusers, and survivors of human trafficking by removing tattoos associated with their traffickers. By eliminating these physical markings, we help participants reclaim their identity, restore their dignity, and move forward with greater confidence, safety, and hope for the future.

    Challenge or Need

Our Tattoo Removal Program was designed to address a critical gap in services for individuals who are ready to transform their lives but face visible barriers to employment, healing, and community reintegration. Grounded in the principles of restorative justice and the inherent dignity of every person, the program recognizes that people should not be forever defined by past mistakes, trauma, exploitation, or circumstances they have overcome.

Many of the individuals we serve, including people formerly involved in the criminal justice system, survivors of domestic violence, and survivors of human trafficking, carry tattoos that symbolize painful chapters of their lives. These markings can limit employment opportunities, hinder personal growth, and serve as ongoing reminders of harm and victimization.

The people we serve are primarily low-income and cannot afford private laser tattoo removal. Because tattoo removal is considered a cosmetic procedure, it is not covered by insurance. Removal can cost between $1,500 and $5,000 per tattoo, and many participants require the removal of multiple tattoos, making treatment financially inaccessible.

Catholic Charities Diocese of Monterey is the only provider in our service area offering low-cost laser tattoo removal. People travel from neighboring counties and dioceses because no other affordable providers exist in the region. Our program offers a meaningful second chance by charging just $30 per session, reducing costs to approximately $300–$500 per tattoo. By removing these barriers, we help participants reclaim their identity, restore their dignity, and move forward with hope, confidence, and new opportunities for a brighter future.

    Why It’s Innovative

What makes our Tattoo Removal Program innovative is that it combines restorative justice, healing, and workforce development in a way that is both unique and deeply impactful. Catholic Charities Diocese of Monterey is the only provider in our service area offering low-cost laser tattoo removal, and we believe we are also the only agency within the Catholic Charities network providing this specialized service. As a result, individuals travel from neighboring counties and dioceses to access care that is otherwise unavailable in the region.

A key element of our model is the strong partnership with our local hospitals and medical community. All tattoo removal treatments are provided by 13 volunteer medical professionals who generously donate their time, expertise, and compassion to help participants rebuild their lives. This volunteer-driven approach dramatically reduces costs while creating meaningful community investment in each participant’s success.

Our program is also evolving beyond tattoo removal alone. Recognizing that the primary reason participants seek tattoo removal is to improve employment opportunities, we recently added a workforce development component to support career advancement, increased earnings, and long-term stability.

Participants receive support with career exploration, job readiness, resume development, and connections to education, training, and employment opportunities.

    Program Impact

Since its launch in 2007, our Tattoo Removal Program has become a transformative resource for individuals seeking a second chance and a pathway toward healing, employment, and community reintegration. Every year, we serve more than 500 individuals and provide treatment for over 2,500 tattoos, helping participants remove visible barriers that often limit access to jobs, education, and other opportunities.

While the program has historically focused on outputs and number of services delivered, we are now expanding our evaluation efforts to better measure long-term outcomes related to employment, economic mobility, emotional healing, and overall well-being. Early findings and participant stories demonstrate the program’s profound impact.

Participants frequently share that tattoo removal has helped them obtain higher-paying jobs, secure promotions, transition into new careers, and even start their own businesses. Many report increased confidence and a renewed sense of self-worth as they move beyond the stigma associated with past experiences. Participants often also describe improved relationships with their children, spouses, and family members, as well as a greater ability to serve as positive role models in their communities

    Lessons Learned

One of the most important lessons we have learned is that the success of a program like this depends on people who believe deeply in its mission. While a tattoo removal program can seem daunting because of the medical protocols, equipment, liability considerations, and ongoing treatment schedules, these challenges become manageable when supported by a committed team dedicated to restorative justice, healing, and second chances.

Having agency staff who understand human behavior, trauma, and the barriers people face is just as important as having medical expertise. Our staff approach participants with compassion, respect, and a belief in the dignity and potential of every person. Their passion for serving the community helps build trust, encourages long-term engagement, and creates an environment where participants feel supported as they work toward meaningful life changes.

Our volunteer medical providers are the heart of the program. They are some of our strongest advocates, ambassadors, and fundraisers. Their generosity, expertise, and commitment to helping individuals rebuild their lives have been essential to the program’s success.

We have also learned that strong community partnerships are critical. Long-standing collaborations with local hospitals, probation departments, workforce development agencies, educational institutions, and community-based organizations have created a network of support that extends far beyond tattoo removal and helps participants access employment, training, and other opportunities.

From a sustainability perspective, we have found that relying on a single funding source is not viable. A diversified funding strategy that includes private donations, participant fees, foundation and government grants, and community support has been essential to maintaining and growing the program.
