The Rapid Response Unit (RRU) is a multi-purpose mobile unit that is a key component of the Humanitarian Relief Program of Catholic Charities Archdiocese of San Antonio providing mobile food pantries, case management offices, and deployable disaster response units. The mobile vehicles extend critical services to rural and underserved communities in the 19 counties of the Archdiocese of San Antonio. The vehicle can transport up to 200 pre-boxed, shelf-stable food boxes and supplies, providing on-site client services through a two-desk mobile office operating with satellite internet connectivity to ensure uninterrupted services delivery in remote or disaster-affected areas.
Challenge or Need
Many communities within the archdiocese, particularly rural areas outside of San Antonio, face persistent barriers to accessing food assistance and supportive services due to distance, limited transportation, and lack of local food providers. Recent disaster response have highlighted the need for fully equipped, mobile, and rapidly deployable units to deliver food, conduct client intake, and coordinate services directly in the field. More recently, the main entry point to many of the rural counties in the archdiocese were flooded, making many counties inaccessible to agencies delivering aid and supplies. The RRU was able to navigate rural roads and provide a full-service case management office to impacted counties.

Why It’s Innovative
The proposed mobile humanitarian relief vehicle represents a critical investment in equitable access, disaster readiness, and community outreach, especially to rural counties outside of San Antonio. This project enables Catholic Charities to expand life-sustaining services to rural and underserved communities while remaining prepared to respond swiftly and effectively to disaster.
Program Impact
The Rapid Response Unit was deployed for the first time to flood-impacted, rural counties following persistent rains in recent weeks. Traveling to impacted areas was difficult, as the main roads in many counties were flooded for several days. This unit is small and nimble compared to our Mobile Relief Unit and was easily able to navigate narrow rural roads to get to the community. The RRU also allows staff to set up supplies and intake in all areas without needing a coordinated building or parking lot with a partner that may not exist in the more rural counties. In the recent flooding, staff was able to serve 406 unduplicated clients in Uvalde specifically, providing case management, food, cleaning items, and other necessities.
Lessons Learned
The RRU has been a valued asset to the mobile relief fleet. Every disaster looks different and may require a command post or a supply drop. Regardless, the RRU is nimble enough to respond. The capacity can be limiting. Most of Uvalde was flooded, especially homes and businesses. The unit can transport 200 boxes, but the need was for 400 individuals. Catholic Charities of San Antonio has a larger Mobile Relief Unit, but it was too large and cumbersome to move around the rural roads.
