Neighborhood Stabilization Program 2 (NSP 2) Opportunity for Public Comment
The Neighborhood Stabilization Program 2 (NSP 2) as established under Division B, Title III of the Housing and Economic Recovery Act of 2008 (HERA) was allocated additional funding in the American Recovery and Reinvestment Act of 2009 (“Recovery Act”) for the purpose of redeveloping abandoned and foreclosed homes. The purpose and allowable uses of these funds are described in item FR-5321-N-01of the May 7, 2009 Federal Register. In order to receive NSP funds, Catholic Charities USA must provide a plan for public comment for a period of ten (10) days. CCUSA anticipates receiving approximately $83,475,957 in three-year stimulus funding for Neighborhood Stabilization Program activities to be conducted at various locations by its local affiliates across the country. The funds received will be used to acquire and rehabilitate/redevelop vacant and foreclosed properties in order to assist low income tenants and homebuyers. The locations and uses of the funds for the Catholic Charities USA plan are described in the chart below. The public will have 10 business days from the July 4, 2009 public release of the draft plan (until 5:00 p.m. on July 14, 2009) to review and submit comments on the draft. In order to comment, please complete the survey. All comments will be considered and summarized in the final version of the submitted plan.
